I just did this a couple of weeks ago.

First, remove the trim piece under the steering column, then climb under there and detatch the speedo cable from the instruments, you should be able to do this with your fingers. There's a big nut holding the instruments in place, which you can also undo with your fingers. Once that's done, you can pull the instrument cluster out towards you. You won't be able to get it all the way out unless you take the steering wheel off. The bulbs can be changed without removing the steering wheel, but it's much easier without it in the way. The lights are attached above where the instrument panel sits and are little itty bitty bulbs. You should be able to just plug new ones in.
