Euro Bumper brackets mounted onto BBS Spoiler (archive)

Two questions for the gurus...
1) Per Picture on on blue 323i, there's a reinforced c"channel mounted to the frame after pulling off the chrome euro bumpers. Is this structure a federalized modification or is this OE from BMWAG ?

2) Will installing this reinforced C-channel interfere in any way with the BBS spoiler mounted onto my "US" 323i ?
