I had a fuel pump relay go bad so I hot-wired it and it would make the pump "buzz" (although it sounded more irradic like a "gurgle"). Anyway it would come on as the ignition was engaged (before turning the engine over).

I eventually replaced it. Now there's no noise, but it doesn't kick in until I start the car which made me nervous. It IS comforting hearing the pump buzz along.

No gauarantees that this will fix the buzz, but it never hurts to replace these things and mine sure is quiet now. The part will cost about $35 or so (a lot cheaper than the $55 I paid for mine from a parts store in town)
