Nope, tis the sealer they sprayed on the horsehair fiber padding to hold it in place. Look at the bottom of the seat and you should see the same color. Over time the horsehair and the sealer starts to deteriorate. Not toxi, just messy.

Is this toxic? its looks to me like it is insalation like sound proofing?
