I don't know anything about the steering stuff, but I do know that the padding does help the engine warm up faster... But Ive also read that it is better to get all possible heat out of the engine compartment. The cooler the intake gasses are, the faster your car will go because of the added density of air.The paint on the other hand, Well I'm not sure. I know that sometimes on really hot days in the summer the paint can get really freaking hot! I used to have a black 535i, and I was walking up to the car, drinking out of a waterbottle. I tripped on a rock and I spilled water on the car. The water sizzled and steamed. This tells me that the paint already gets up to at least 212 degrees farenhiet (boiling point of water).
