If youve got power to the starter then it should at least turn over.
Gas or fuel pump has nothing to do with it cranking.
You can crank it and tap the solenoid at the same time if you jump #1 and #9 on the 9 pin diagnostic plug on the fuse box.
After you get it turning over you can try and start it by connecting the #1 and #2 pins together.
Might want to make sure its in neutral too.
