A come-along is a hand operated winch, used for installing/stretching chain link fencing and whatever else. Another poster mentioned use of a ratcheting tie-down -- that would work.

The Haynes manual shows two springs fitted to later models -- code red = 252-258 lbf, and code white = 259-266 lbf.
