I had the same problem in an '83 and agree w/ Peter. For some unknown reason, the turn signals are wired thru the hazards, so you either have both or none. Simple fix/replace, hopefully. If fuses are good, the only other solution I could think of would be to look at the wires where they come through metal and make sure the housing isn't gone, making them short out.
