The only way to "fix it to last" is to do exactly that, start cutting and welding, i had the same thing, thought there was very little rust, found more that i thought, so ive been takin my time and welding one thing every weekend, por15 is the best rust treatment, but that doesnt give you any strenght, just stops the rust at the point its at.
