Passing emmissions in Illinois/Winter storage (archive)

Does anyone know what the rules are regarding early 80's cars passing emmissions in Illinois?
Any recommendations on winter storage for cars in the Chicagoland area? I don't want to throw a sheet over it for the winter and leave it there. Somewhere in the burbs must have an option for storage.
