Drill it out! You may have to take the oilpan off, as you probably won't be ably to line up the drill with the bolt with the pan on. The bolts are M6 thread. First use a small drill (like 3mm) and drill into the broken-off bolt. Stay centered! Then drill 4.5mm. Then cut new m6 thread into the 4.5mm hole.
