Probably what they are...or were as it sounds like in this case. These are rubber mounts that hold the steering rack firmly in place. Over the 20 years that our car has been around, oil and grime wear these down nicely, leading to shimmy and unresponsive, sloppy steering. Best thing you can do is order the urethane mounts from bmpd in the states. They're like 40 bucks, and will stiffen up your handling considerably. I haven't installed any yet, but it's supposed to be pretty straightforward. HTH!
