Tight and sticking are very different things. If its sticking then the rack is probably set too tight or out of oil/grease (don't know which). I haven't looked for it but there should be an adjusting bolt/screw on the rack somewhere. Check a manual. If not the rack then next is seized upper strut bearing or tie rod ends.

Um, its a manual rack so the steering is supposed to be tight. As for the problem you are describeing other wise i am a bit confused and probably would need to drive the car to understand it. But never fear Peter S or DHoang should be along shortly with far more insight than i have.
