I had the same problem on a '78, a "new" used steering rack cured the problem. I think the rack + pinion gear teeth can wear and cause this problem. I did not try to lube or adjust the rack as others have suggested, that might just work!

My 79 is newly acquired so pardon elemntry question.

anyhow my question is that the steering is very "tight" but that is not all. as you turn the wheel it will turn nicely and then all the sudden stick. then turn nicly and stick. this makes it very hard to corner smoothly and i fear i may be damaging it to drive it. how do i go about adjusting/changing this? and what would cause this?
