You heard correct. Polishing on the intake side is a bad idea (it also isn't great on the exhaust). This hurts the all important boundry layer of air held against the walls of the manifold and port. The boundry layer helps to keep the amount of drag on the moving air column even. If say the top has more drag then the bottom, you get shearing of the air column and overall flow reduces. On the intake side this is even more important when fuel in the air column. Keeping the fuel suspended and not wetting out on the wall is as if not more important than flow #s.

This is complex stuff, finish is a small part of it. You can check into compressible fluid dynamics, if you are interested in learing more.
