The Euro bumpe should have 2 brackets bolted to the back that extend downward and back. these pass through the front valence and attach to the frame rail. Euro cars have a type of slotted hole araingement that holds a carriage bolt. US cars have some additional brakets for the energy absorbers, but i do not know if the slotts are under them. Easiest way to do it would probably be a pair of RIV nuts in each rail and bolts.
Natrally, modifications to the rail and removal of the US bumpers will compromise vehicle saftey and crash worthyness, so do so at your own risk.
