K & N air cleaner and tachometer issues (archive)

I am a recent non-original Calif. owner of an 83 320i and during the pre-smog test the mechanic told me the following:

1) the K&N air filtercharger cone I have that replaces the OEM air filter system is not smog legal. Is he correct? I don't believe I received any info from K&N with their air filter that told me it was street illegal, at least for smog purposes. Luckily, I kept the OEM system to reinstall.

2) I was told my car was idling near 1350 rpm. I was surprised because the tach reads around 900 and it sounds good, but I saw the reading on the mechanic's equip so I have no reason not to believe him. When the ignition is off, however, the tach needle rests about 1/4 of an inch below the zero mark. Is this normal? Also, to come to think of it, my gas gauge also appears to be a little off. So...I know the Haynes manual says the idle speed should be 900 +/-50 rpm and I know where the idle adj. screw , but is their a method or trick to adjust it to the proper range myself or whould it be cheaper and less of a hassle to take it to my mechanic and have it done. Also, is there something wrong with my instrumention/gauges?

Any info would be greatfully appreciated.
