what makes NOx emissions too high? (archive)

Ugh, took my 79 into the smog check station because I'm selling it, and it failed on the NO test. Everything else was okay, but NO emissions were about twice as high as they could be..stupid strict cali smog laws in effect here too. My question is what part of the smog system brings the NO emissions down? The guy that wants the car is going to see what his mechanic says, but I want to know as well, in case he decides not to buy the car and I have to fix the sucker. I checked the archives to little avail. Thanks in advance for the help, folks!
