I was having nightmare issues with my rear lighting blowing fuses. The problem turned out to be chafed/shorted wiring. In my '77 (and I assume all E21s) the rear wiring harness passes down the driver's side of the car and up behind the driver's side of the rear seat. The combination of the rear seat and any rust in the rear wheel well area will likely chafe through the wiring harness. If you get a chance to remove the rear seat you might find the problem area.
