Start by cleaning fuses and connectors. The small 12V wire, fastened to the battery terminal with a screw is notorious for poor connection. Maybe the connector on the solenoid itself, or plug for the ignition switch wires. Ignition Switch itself might be going bad, but wrestling with the theft-resistant bolts is as big PITA as the starter itself.
