why 2 fuel pumps? (archive)

I cant tell if my in tank pump is working...I tested the wire with a multi-meter & it is getting power, and I can tell the outside tank pump is working, so what's the purpose of the in tank one? Is there an easy way to test the pump? If the in tank pump is dead, would that explain my hard starting? Thanks a million (again!) -Aaron
