My fiance' had the same problem with her '90 Honda Civic. ("I know.. Tabboo.")

All the same.. while I doing her brakes, I ran into the same problem. The system wasn't getting any juice to the rear brakes at all.

It then donned on me that just maybe... the Master Cylinder was clogged. I took off the Master Cylinder, cleaned it as best as I could with Pipe Cleaners, stuck it back on and Wham-O.. "It worked."

I believe the problem to be that she and the person who owned the car before her, DID NOT change the Brake Fluid as often as they should've.

When I bled the system, what I saw come out of hose rear bleeding nipples almost resembled a "sludgy mud". After that it was pure, clean brake fluid.

Once I got that stuff out the system, the car was good to go.

You may wanna' look into cleaning out your Master Cylinder. "Just a suggestion." ;)
