Based on your statement I would suspect that there are some other problems other than the vacuum tank (ball). Could be a vacuum leak in the solenoids switches, problems in the control panel or in the temp control wheel (the list goes on).
Give us some more idea of exactly what is happening and we may be able to give more firm suggestions on where to look for the problem.
