My experience with other E23 owners/boards is the most likely cause of this is the tee fitting into the vacuum tank under the cowl, or one of the fresh air actuators under the cowl - assuming the vac line from the vacuum pump is good (and the pump doesn't leak). These are exposed to the elements more than the lines/actuators in the car. Take off the cowl to verify the vacuum line/tee is good and plug/clamp the fresh air vent vac lines and tell us what happens.

i was wondering if the vaccum ball is bad because air only blows out defrost vents ??? help
