I believe it is the one that controls the flapper to direct air to either the defrosters (when the vacuum motor or vacuum system fails) or to the face vents. The vacuum motor seems impossible to change without taking most of the dash apart. I ended up breaking mine loose and pulling it aft so I could get some AC out of the face vents. I live in Florida, so AC was more important than defrost. Crude fix, but it worked.
