Agree with Brian, are the little green lights staying off when you have the volume wheel all the way to the "0" position? If there isn't enough vacuum in the system to keep certain valves closed, they spring open for a "Default" position. I'm betting that one of the stages[diaphrams] for the 2 stage defrost vacuum motor is bad, or the line to it is off. The defrost vacuum motor is just to the left of the cneter console, at the bottom of the heaterbox area.

Take the drivers kickpanel off, and look around the floor vent at the left of the center console. You'll see a vacuum motor that has 2 hoses going to it, with a long metal arm attached to a flap pivot higher up on the heater box. This is the defrost motor in question. Just use a hand held vacuum pump to test each stage, one at a time, OR, run the system, esp at the defrost program and see if the system can keep the arm in the downward position. If it always springs back, then it's probably bad. Use care with detaching the link arm off the box, the box plastic is fragile.

Work the clip off the arm, and then twist the motor to release it from its holder on the box.
This vacuum motor is about the most common one to fail, the other is the heater valve at the firewall on the right side. Both are sprung open in the event of no power or vacuum, keeps the front windshield clear of ice with air and full heat going to it from ram air driving down the road, going through the heaterbox.
