733 getting too much gas, any ideas? (archive)

My 1980 733 is flooding badly. After only a few minutes the plugs will foul. I have replaced the 02 sensor and fuel pressure regulator and it's still flooding. If I unplug the cable to Air Flow Meter or remove the fuse to the electric fuel pump, it will idle fine without flooding but isn't drivable like this obviously. Running out of ideas. Hate to spend $250 on Air Flow meter to find out it's not that either. Any input would be VASTLY appreciated.
