Unplug the flywheel sensors at the rail neari and it would not start. the firewall and make sure t he connections aren't broken. That happened on my '84 745i. every other symtom wa cured by these two broken connectors.

The problem is that the fuel pump relay is NOT getting a ground signal. I understand the ground comes from the ECU. *AND* even when I jump a ground it still gets no spark. Coil has been checked -> Good I am Assuming that the ECU is bad but what else can it be?

flywheel sensors - they need to read the flywheel teeth and the pin on the flywheel to tell the motronic unit to do it's thing. If they're bad you get no spark. They cost around $100 each from the dealer. It's worth it to replace both. This seems to be the #1 solution for e23's that don't start.
