I have a BMW fog light switch on my dash but can't see if or where there were any ever moumted. Is there a special lower front panel?

You can mount foglites under the front bumper ala the e30 and e28 cars,and they will work well.Or, if you want to get fancy,you can add the lower front panel from a euro car,which is kind of like a mini-spoiler,and includes inset foglites like the e28 M5 does.
I of course,just happen to have a 1985 euro 732 parts car with exactly that spoiler/foglite setup for sale...$225 complete.
