Sounds like a voltage drop either from a corroded connector or a wire break. Check the following:
Fuse 16. even if you think it's ok replace it. Then check for 12v at the pump connector.
The single pin connector that has the gn/br power wire to the pump. Should be to the left of the fuse box. I would jump it to see if it's corrosion causing the voltage drop. If you can't clean it cut it out and either replace it with some other connector or splice the wires together with a soldering iron. I've replace all of these single connectors in the engine compartment.
Seems like a simple circuit with not much wire length so you should be able to check for a wire break easily.

1) when should the pump run. i.e. key in start position? while running? both?
2) how many volts should it be getting? running vs not?
3)should you be able to hear it? feel it running?
mine is getting 4+ w/ key on & 5.5 or so when running, but I cant hear or feel it run. Is it bad? TIA
