Blower Fan Works In The Off Position? (archive)

Greetings,

My 85 735I's blower in the past would not work immediately when I turned it on, after about 10 minutes, the seat belt lamp would glow and the fan would begin blowing.
Now the fan works immediately when activated,however,it's staying on in the off position and draining my battery?
Can anyone provide any solutions to this problem?
