I am realy concerned that my ABS isn't functioning properly; at real slow speeds (less than 10 mph) the car WILL NOT stop. I hear and feel ABS, but the car keeps going. It is even worse in reverse; I was backing out of a driveway inching my way down the hill and I ended up inching my way all the way into the middle of the street because the car wouldn't stop.

Any repercussions for pulling the ABS fuse?

ABS isnt meant to kick in at such low speeds so I would say ABS isnt the problem. The ABS warning light doesnt stay on does it?
