wheel that is a splash shield for the fuel tank. Check the rubber vent hoses and the condition of the tank itself. E-23 Sevens like to lose the metal vent lines coming out of the top of the fuel tank right here , due to rust. They never seem to last more than 12 years in winter salted areas, so you're lucky if the tank is original and lasted this long.

Both the hoses and the metal tubes may be rotted, and you only get gas weeping here with a very high level of gas in the tank.
