The 2 "packs" run/control the blower speed since you don't have a resistor to lower the blower speed. The thumbwheel doesn't have any stops to it, this is the give away for cars with transistor packs or "swords" that use this type of blower speed control. When you use resistors, you need to have a switch that has "clicks" or positions to it to route the power or ground to the right part of a resistor assembly.

Replace both packs/covers with new ones, or, remove the covers and talk to an electronic parts house to run the transistor part number and see if they can get a replacement part for you to solder in. I've heard of people doing this instead of buying the covers at a dealer, so it's really possible if you have a new part available.
