Either the hazard relay/flasher relay has gone bad or the hazard switch itself is acting up[power is routed through it even when you're just using the turn signal switch on the column. Check all your fuses on the turn signal circuit just to be safe though.
THe flasher relay is in the steering column, remove the lower cover pc to access it[usually 3 phillips screws on the older cars], and the relay is the only inside the column covers.As for the loose relay at the outside of the fusebox, they usually slide into a clip type holder[molded into the sides of the fusebox] on the sides of the fusebox, but the plastic on either the relay block can break or the plastic "ear" of the fusebox gets broken off
