flasher location (archive)

Any one know where is the location of the flasher? I am still having problem with my turn signal light, but my emergency light works fine. The left side of black componet has 2 (12v) voltage on there. Any advice?
Also, I need to change the Ni-Cad battery on the board, because the service light is always on ( fault condition), do I need to remove the steering wheel to get to the board?
Any suggestion?
