Car temp seems to vary as if thermostat not closing when
it needs to, temp does not stay in middle like it should.

I have

a. cleaned out the radiator and changed coolant.
b. replaced the thermostat
c. replaced the fan coupling

My last thought is that maybe the thermostat housing is
not allowing the thermostat to close once warmed up.

Temp reading runs anywhere from 1/4 scale (on a big 1 mile downhill run at 50mph) to just under 1/2 on the flat say doing 35mph).

Any other ideas as to what is making this fluctuate?
