Sounds like you have vaccuum problems with the heater system. Things not turning off when the should, all air coming out top vents sounds like you have a vaccuum leak. Get acquainted with the electric vaccuum pump, the vaccuum reservoir located under the outside air grill next to the windscreen and in particular the tee that comes out of it. There is a stack of info in the archives section of the board. Have a look. Water problem sugggest you pull off plastic flaps in rear of each front wheel arch. Take wheels off to give you more room. Clean out all crap and make sure drain vents are not clogged. Also check rear tail lights to ensure water is not leaking into the boot. Just run a hose over rear window and boot for a couple of minutes. If leaking water will soak padding around back wheel arches in boot and then travel under back seat to where ever.
See how you go

g'day! (from aussie 728i)
wondering what the 'off' button is that i have in place of klima (auto air.. far left heater button).. both off, and er.. off!! seem no different!! what is it?!?
also when i turn on heater.. sorta sounds like an aircon compressor firing up... but theres no cool i dont think...
ALSO IMPORTANTLY I have a very wet passenger side floor in the car too... and the heater only sort-of works when moving (like vent)... fan only comes on small or nothing, and that's at full!
any all or indeed part help appreciated! :)
