Sounds like the vacuum pump for the HVAC system. You can verify this to see if it has vacuum lines that go to the intake manifold and another that runs through the firewall over on the passenger side. For your window problem, it may be a fuse, or the window cutout switch under the armrest may be deployed. Hope this helps.
