Yes it is consistant all the time. What is the fix for stuck valve and location?

Does it do that even first thing in the morning when the engine is cold? IF so could be something as simple as a stuck or broken heater valve.

Air blows cold for 30 sec. then real hot until I shut it down . Turn back on , blows cold 30 sec. then hot again any suggestions?
