I read the electrical troubleshooting manual and figured the problem was in the alarm system, so in the morning I disconnected the fuses linked to the alarm and started the car.
I discovered in the process that the garage in Mexico had switched some of the fuses around. Maybe they had set off the alarm by mistake.
Anyways, the combination of disconnecting the battery for over an hour and checking and correcting all fuses worked for me. And the problem has rever returned now for two years.
On a seperate note, my OBC used to flicker too. I had to take out the OBC and find that the connection was loose. I took a wire tie to move the cable plugged into the OBC to a better position where it wouldn't try to pull out from the OBC. Never have had a problem with that since either.
I have no idea if either of my fixes will help you but you never know until you try it.

My OBC is doing some strange things. It is sometimes on (display working), and sometimes not. Going down the road, it will suddenly go blank, and the gong will sound, and it sounds as if the horn is blowing for maybe ten seconds, and the horn stops. If you stop the engine while the horn is blowing, it won't restart for a minute of so.
There are no leaks, so is the brain toast?? The display unit has a non-functional 1 digit, but otherwise it seems OK.
Are used OBC brains expensive??
