This is my recomandation,
drill a hole 5.21mm above radius of bumper,
then drill a 2.666mm hole below lower
radiuse of bumper, tap the larger hole
at a 45 deg. and the smaller hole at a 45 deg
the other way, this should allow air intake,
and push it out like a whistle sound.

Ps. You may have to plug them in the city to not shadder
windows, with that high pitch.
