It takes a 12 point 10MM socket to remove the four nuts holding down the wastegate. Suggest you remove it and make sure that the valve can be moved freely. If so, make sure that the vacuum hose running from the wastegate to the solenoid is hooked to the outside port and that the other two vacuum lines are connected and not leaking. If you suspect the solenoid to be bad...try unhooking the vacuum line running to the turbo and see if you have boost. Be careful, as you will exceed normal boost quickly in this manner, but at least you can see if the turbo is working.

If you suspect that oil is not getting to the turbo DO NOT Drive it. The turbo spins continuosly at about 100,000 RPM and must have lubrication to continue doing so.

I doubt that anything is wrong with the turbo itself if you can't hear anything and don't have any smoke.
