bumper shine? (archive)

I don't know if the bumpers and trim on my car is aluminum or stainless-but I can't get it to shine.I have tried stainless cleaners and aluminum polishes-all to no avail. They still look cloudy and not real shiney.The top of the rear bumper detracts from the whole car.Any suggestions?
