Larry, If you have pinched off the heater controll valve and the pump stops running then it probably leaks at the vacuum motor. As far as the air coming out of the defrost vents that also may be a vacuum leak.Use a hand vacuum pump and isolate each part of the system. I have seen the hoses under the cowel look ok on the outside but be so porus that they leak like a fish tank air hose all over.
It could also be that you have some bad vacuum solenoids but most likely it's hoses. Just take it one area at a time and you'll find it and fix it.
