The E-23's aren't nearly as touchy as the E-28's but it could be a out of round tire or wheel, when you are on a real smooth road rolling up to a stop sign does the steering wheel give a little jerk every few feet? Also, are the new wheels hubcentric, or are they universals that fit the newer cars also with the larger hub? I've seen nice tools at good tire shops that measure the out of round on a scale as you rotate the tire but I use the low buck piece of wood next to the tire and spin the tire.
