Parking brake adjustment (archive)

I decided to tackle the parking brake today and found only frustration. The lever travels to it's upward limit and only provides slight brake contact in that position. Not enough friction exists to hold on even a very slight grade. The manual says the star wheel adjustment is visible through a lug bolt hole approx. 45 degrees from the bottom. I have looked all the way around with a pen light and can't see the star wheel. Even with a small lamp inserted into an adjacent hole and illuminating from within, I just can't spot it. Then, I thought I would try taking up some slack at the lever. Either I need a crows foot wrench to hold the larger of the two nuts or I'll have to take the console out to adjust it. My limited brain tells me that this drum brake would normally only get applied when the car is parked so there shouldn't be any wear to speak of that would need adjusting in the first place. Thanks for any hints that might set me straight on this.
