The cruise control uses the SI board for its signal. If your SI board is out, your Cruise and/or OBC MAY not work. I say may because it is unpredictable. I have had various symptoms of bad SI boards depending on what's bad, whether it is just a dead battery or a crack on the board circuits, etc.

Are your OBC speed functions working? If so, then I would try to replace your cruise control module with a known good one.
