My 86 L7 had the same problem with the gas gage. I swapped gages from another instrument cluster and everything worked fine. In my case, I think a previous owner had swapped out the gages and installed the wrong model's gage (like a 535 with a smaller tank). The p/ns were different. Sorry, but I don't know which p/n to tell you to look for.
