It might not pump fuel to the filter but it will act as just a bit of a restriction and the main pump will have enough suction to pull it through the in tank pump and the filter. The first couple of years of electronic fuel injection BMW didn't even use an in tank pump. While others feel it does more I think it only allows you to run a bit closer to absolutely empty in the tank and still have the car run.
